XP Startup and Drivers Load

I have a few pieces of hardware, some TSRs and other drivers which load up
when XP starts up, the machine is fast enough to get to the "Logon" screen
with my name/icon, but about 15-30 seconds after it reaches this, I hear my
Flatbed scanner driver loading and another driver is also loaded.

If I try and log in to my PC with username/password before these have
completed, 7 times out of 10 get some TSRs crashing/falling over or an error
on an application (or two) and they fail to load.
If however I wait until the scanner driver and all other drivers have
loaded, the logon is fine and nothing crashes.

Is there any way to force all the drivers to be loaded before the screen
logon appears, or to rearrange the drivers so that the scanner etc loads
first, rather than last?

How do you do that, I thought when new hardware was installed and the
drivers were installed for XP, the drivers were loaded when the PC was
booted, how do you get it so they only load when needed?

(sorry being dense here!)

Aha..ok... just sounds impractible.I need to dig into my startup registry
and see what rubbish is clogging it up!
