Start - Run MSConfig.exe
Look on the Startup page for an entry in the command column that is
either blank, or starts with a character that cannot start a file name.
The most common example, which I think Kelly is looking at explicitly is
an entry /L:EN, but any line starting / would have this effect.
Uncheck any such line you find; Exit - do not bother to reboot, but next
time you do there will be a message about 'System Configuration'. Check
the 'Do not show again' box and exit
