I remember in Win 98 I was able to customize a folder so it display a local
webpage and now I am unable to do this now, There was a article in the
knowledgebase that show you haw to edit the registry to allow you to do this
---BUT---
This article only applied to XPS1 ,server 2000 and others but not SP2. It
refered to a registry Key that did not exist in SP2 registry.

Can anyone help me , so I can Open a folder and it would show a local
webpage instead of a the folder contents

There is no builtin way to do that in XP. When you look at a folder
rightclick menu, Properties, Customize tab, making a setting creates the XP
style 'Desktop.ini" (hidden) file, overwriting any desktop.ini you might
have had in there with win9x. An Upgrade setup would leave that desktop.ini
in place, till you used Customize once. You could also put the old style
'desktop.ini" from a win9x install, and it would work till using Customize.
(or the view settings in folder options, applied to ALL folders)

You could spend a lot of time trying to do that, to have some auto setting
take it back out.
