Xp SP2 Firewall Will not Start

I have recently installed XP SP2 on a system running Windows XP Pro. All
went well except for an issue with Windows Firewall. When trying to turn it
on I receive the following messages:

Windows Firewall settings cannot be displayed because the associated service
is not running. Do you want to start the Windows Firewall/Internet
Connection Sharing (ICS) service?

When I choose yes I receive the following message:

Windows cannot start the Windows Firewall/Internet Connection Sharing (ICS)
service.

I have not been able to find any reference to this issue on the Microsoft
Knowledgebase or TechNet sites. I fount the following solution on another
site, but it was unsuccessful in solving my problem:

REG DELETE HKLM\System\CurrentControlSet\Services\SharedAccess /v
DependOnService

REG ADD HKLM\System\CurrentControlSet\Services\SharedAccess /v
DependOnService /t REG_MULTI_SZ /d "Netman"


Any help is appreciated. Thanks.

Start | Run | Type: services.msc | OK |
Are these services set to Automatic and started >>>
Windows Firewall/Internet Connection Sharing (ICS)
Remote Procedure Call (RPC)
Network Connections
Windows Management Instrumentation
Event Log

function properly:

Remote Procedure Call (RPC)
Windows Management Instrumentation

Open the Event Viewer and see if there are any errors related to
Windows Firewall/Internet Connection Sharing (ICS)

To open the Event Viewer...
Start | Run | Type: eventvwr | OK

Double click the event in Event Viewer | Click: the button below the second
arrow (looks like two pages) [[Copies the details of the event to the
Clipboard.]] | Paste into Notepad | Click:

Read all info | Copy and paste to Notepad | Click the [+] Related Knowledge

I checked all services and all are running except "Windows Firewall/Internet
Connection Sharing (ICS)
". If I try to force it to start I recieve the following error:

"Could not start the Windows Firewall/Internet Connection Sharing (ICS)
service on local computer.

Error 2: The system could not find the file specified".

I should also mention that I have allready tried to fix by re-installing XP
SP2.

Below are the events that I can see relating to this issue from Event
Viewer.

Event Type: Error

Event Source: Service Control Manager

Event Category: None

Event ID: 7023

Date: 10/31/2004

Time: 1:09:09 PM
