XP shutdown error

I am not sure why but i am having problems with shut down or restart. It
begins the process, but simply does not do so. Some programs are still
exacutable, while others will not open becuase the computer is attempting to
shut down. I have also had problems with opening Live Update and iTunes.
They said they were open, "you are already running Live Update" if i tried to
open them again, but they had not opend or showd up in the windows task
manager as applications that i was running. All of these problems occured at
the same time. I have fixed the iTunes problem by reinstalling it, but now
it says that i am missing iTunesminiplayer.dll and will not show my iPod
connection (HResult - 2147220473). I have also tried to do a system restore,
but becuase XP will not shut down I have to turn off the computer manually.
When I rebute it says that there was an error with shut down (obvioulsy!) and
that the system restore was unsiccessful. Please let me know what to do.
