XP Shortcut Keys

How can I disable shortcut keys in Win XP? I am running
an application and I can Ctrl-Atl-I to do something, but
in XP nothing happens. I am told to disable shortcut keys.

You can't turn them all off universally because they are set individually.
If a shortcut combination is already assigned, it cannot be used in another
instance.

However, stickykeys may prevent some shortcut key combinations. Go to
Start\All Programs\Accessories\Accessibility, open the Wizard and be sure
stickykeys are not enabled.
 
No stickykeys are not enabled. Can I change Ctrl-Alt-I,
or how do I know it's assigned since nothing happens.

I couldn't find any reference to Ctrl-Alt-I being taken by anything on the
system. However, Ctrl-I designates Italic so it's possible that is the
reason. These are controlled either by the system or an application so they
can't be changed, at least not without third party software.
