XP setup issues

I keep getting this message when I am trying to install
XP. File SETUPDD.SYS could not be loaded error number 4.
I have formatted the disk so its clean. I have also used
several different XP c/ds. Thanks

I removed one memory chip and it is now reinstalling.
Does that mean that the chip I removed is gone bad and
needs to be replaced?
