XP Setup halts during hardware detection

After trying to install Windows XP as an upgrade from
Windows 98SE AND trying a clean XP install from a clean
drive, XP setup halts after detection of hardware
settings, then goes black screen. How do I fix?

After the XP Setup loads the temporary install files off the CD it halts on the blue screen stating "Setup is starting Windows".....
