XP Setup can't Repair, can't run under Safemode

I have cleared a virus and a bunch of spyware from my parents' computer.
Despite it being clean, it seemed there was damage done. I couldn't use
Windows Update, the website or auto update. Also Windows Installer service
didn't work. When I tried to start them from services.msc, they have Error
1084 cannot start in safemode or something and I wasn't in safemode. When I
tried sfc /scannow in a cmd window, it says "Windows File Protection could
not initiate a scan of protected system files. The specified error code is
0x000006ba [The RPC server is unavailable.]." Also, cookies seemed disabled
since I couldn't log into any sites and they mentioned cookies disabled even
when I set the browser security and privacy to lowest.

So with all these problems I tried the various fixes, KBs, googled advice,
and advice from the Windows Update forum with no luck so now I wanted to do a
Repair with their XP Pro disc. After its first restart, it has a message
come up saying "Windows XP Setup cannot run under Safemode. Setup will
restart now." and it does over and over. I sometimes get Setup to start from
the beginning again with the same results. I really want to do Repair and
not something more drastic. Any help?
 
Hi Mike,

Have you tried performing a Restore to an earlier date? I sometimes have
issues with spyware etc and find this is the most effective way to repair
damage that severe.

at this point the only thing the computer can do is attempt to run Setup, if
I start setup over using "press any key" and then quit it, it just goes back
to the previous try that keeps looping when I try to do repair.

by the way, the spyware crap was in the system restore files too. I turned
it off. I bet if I restore back it will restore that sheeite too.

So just to clarify, you are unable to get into safe mode or windows at all
and when you try to reapair Windows from the XP setup CD the machine
continually reboots?

Not if you go to a date prior to the spyware installing itself.

Hi Mike,

I've never run into that problem when doing a repair install, so I am
*thinking* that this may work, but I cannot tell you that it definitely
*will* work. I am thinking that by rebuilding your boot.ini file, the
/safeboot "tag" or "switch" will be removed, and you can then successfully
finish the repair install.

Boot from the XP install CD and invoke the Recovery Console. If you've never
used Recovery Console, there is a description of it in this MSKB article:

When you have entered the Recovery Console, at the command prompt, key in:
bootcfg /rebuild
and then hit ENTER
This command will scan the hard drives for Windows XP (as well as Windows
2000, or Windows NT installations), and then display the results. Follow the
on-screen instructions in order to add the Windows installations to the
Boot.ini file.

Follow these steps to add a Windows XP installation to the Boot.ini file:

A) When you receive a message that is similar to the following message,
press Y:

Total Identified Windows Installs: 1

[1] C:\Windows
Add installation to boot list? (Yes/No/All)


B) When you receive a message that is similar to the following message, key
in the name of the operating system (Windows XP Professional):

Enter Load Identifier

C) When you receive a message that is similar to the following, key in:
/fastdetect:
and hit ENTER:

Enter OS Load options

D) Now, key in:
exit
and hit ENTER
in order to exit the Recovery Console. Your computer will automatically
restart when you exit Recovery Console.

well thanks for the try Patti, but I just put the drive in my other comp as a
slave and checked the boot.ini and it didn't have anything extra at all in
there like safeboot or something. I think just a /fastdetect

No, I was getting into windows just fine, it just wasn't letting me do
updates and a lot of things. That is why i wanted to Repair, and when I
tried Repair it started this. I tried Repair first time, it did the first
restart of setup, and then got the "Windows XP Setup cannot run under
Safemode. Setup will restart now" (only choice is ok, which restarts). Then
after that restart it goes back into setup and gives the same error. And
yes, now I can't get into windows, CD in or out, trying f8 options, etc. I'm
going to have to do clean install I'm afraid.

That's ok. I did a clean install and that worked. Thankfully I ran the
Files and Settings Transfer wizard before I attempted the Repair. It was
just a PITA to install all the programs again after that but it's done now.

Glad to hear that you got it sorted out. I wouldn't have doubted that a
clean install would have worked, but I knew that you were trying to find a
less "drastic" approach.

I just feel sorry for the poor schmucks (my friend) who got worthless
"Restore" discs with their OEM computers. it's no wonder people copy
windows... also the price. Thank goodness for newegg and fairly priced
windows. If you don't get a real windows disc with your computer, you didn't
buy windows in my opinion.

on-screen instructions in order to add the Windows installations to the
Boot.ini file.

Follow these steps to add a Windows XP installation to the Boot.ini
file:

A) When you receive a message that is similar to the following message,
press Y:

Total Identified Windows Installs: 1

[1] C:\Windows
Add installation to boot list? (Yes/No/All)


B) When you receive a message that is similar to the following message,
key
in the name of the operating system (Windows XP Professional):

Enter Load Identifier

C) When you receive a message that is similar to the following, key
in:
/fastdetect:
and hit ENTER:

Enter OS Load options

D) Now, key in:
exit
and hit ENTER
in order to exit the Recovery Console. Your computer will automatically
restart when you exit Recovery Console.

I have cleared a virus and a bunch of spyware from my parents'
computer.
Despite it being clean, it seemed there was damage done. I couldn't
use
Windows Update, the website or auto update. Also Windows Installer
service
didn't work. When I tried to start them from services.msc, they have
Error
1084 cannot start in safemode or something and I wasn't in safemode.
When
I
tried sfc /scannow in a cmd window, it says "Windows File Protection
could
not initiate a scan of protected system files. The specified error
code
is
0x000006ba [The RPC server is unavailable.]." Also, cookies seemed
disabled
since I couldn't log into any sites and they mentioned cookies
disabled
even
when I set the browser security and privacy to lowest.

So with all these problems I tried the various fixes, KBs, googled
advice,
and advice from the Windows Update forum with no luck so now I wanted
to
do a
Repair with their XP Pro disc. After its first restart, it has a
message
come up saying "Windows XP Setup cannot run under Safemode. Setup will
restart now." and it does over and over. I sometimes get Setup to
start
from
the beginning again with the same results. I really want to do Repair
and
not something more drastic. Any help?
