XP settings don't work

Hi, the system I am having problems with runs XP home; it had one user
account, an administrator account.
I set up another user account, also an administrator account, and when
you try and customize the settings in that account, nothing works:

-cannot switch the control panel to Classic View
-cannot show My Computer icon on the desktop
-cannot make your folders stay in details/list view
-cannot show file extensions for know file types
-cannot enable viewing of hidden files and folders

This is what I have found so far but there might be more. All these
options work fine in the original user account; how can this be fixed?


System is also running Kerio Personal Firewall and Spybot S&D; if
either of those programs might have something to do with the
problem....

You cannot create an "Administrators" account nor is one available with XP
Home Edition - starting Home in safe mode emulates an Administrator account.

Huh? I run XP Home Ed on two PCs and both have at least one Administrator
account in normal (not Safe) mode. I'm pretty sure that I've read as well
that it's impossible to delete an account if it's the only remaining
Administrator account.
