XP "set programs access and defaults" not working

I have recently installed XP 2000 with service pack 2 and I tried to install
java and the os wouldnt let me. I did some research and figured I try and
change the set programs access and defaults, but when I changed them then
clicked ok, the screen blinked and nothing changed. I am in the administrator
account. I have also disabled firefox and mozilla, if that matters. Any
suggestions would be greatly appreciated. thanks
