XP Service Pack 2

I downloaded Service Pack 2. I don't have the information bar that is
supposed to show up on Internet Explorer. How do I get that?

No english menu around, IE > Tools > Enable Popup Blocker (or similar).
Open the IE help file and search for 'Popup'. You'll find a description
of the circumstances causing this information bar to appear.
 
If you mean the Status Bar, at the bottom of the window: Click the View menu, click
Status Bar.
 
Diane,
The Information Bar will only show when something is being blocked [ActiveX
Control, download action, pop-up, etc,.] It does not show at other times.
Right click it for your options.
