XP Service Pack 2 and Connection Manager

Hi,
I am getting a message in a Windows Security Alert window
saying Windows firewall is blocking some features of this
program.
Do you want to keep blocking this program?
Name: Connection Manager
Publisher Microsoft Corporation
Keep Blocking, Unblock, Ask me later.

What is the Connection Manger? IS it recommended to keep
blocking or unblock this program?

In my case Dialup Networking which is a part of the Network Connections has
become inoperational after installing SP2. And there appears to be no
solution to getting it operational.
I open O E 6 which works and ask for send and receive. Then the Dialup
Networking pops up. When I am finished, I ask O E to go offline and it asks
me if I want to disconnect the modem and if I say yes, it does. But I cannot
use Dialup networking facility on its own.
