Is there any way to limit what programs someone can start
in XP that is not connected to a network.
 
XP Home or Pro? For Pro, click Start, Run and enter GPEDIT.MSC You can restrict specific applications or allow specific applications. The only problem is, in a non-domain environment, these policies apply to all users.

You may want to look at www.dougknox.com, Win XP Utilities, Windows XP Security Console. With the licensed version, you can restrict applications on a per user basis.
