When the computer is waiting for me to select a user and enter a password
(no antivirus and firewall software is running), is it vulnerable to attacks
from the outside? When it is waiting displaying the welcome screen, I am
able to access it on LAN. Does this mean that it is also accesible from
Internet (without firewall and antivirus)?
In other words, is it a security risk to leave the computer at the welcome
screen for extended periods?
Thanks.

Only if the users have no password. (including the default "Administrator"
account.)

To Logon as Default Administrator on Pro Edition, from Welcome screen, press
Ctrl-Alt-Delete, Twice , type "Administrator" and use a blank password (on
Home edition - boot to Safe mode - F8 on restart , same logon)
