XP Running slow after re-installing

I recently upgraded my PC from a Celeron 1.2 Ghz processor with 128Mb of RAM
to an AMD XP 2900 with 512Mb of RAM. I kept the same hard drive in the
machine. As expected, Windows XP would not properly re-start with the new mb,
cpu and mem. I proceeded to re-install XP from the original CD and everything
went through just fine. Once the re-install was finished, I noticed that
things were running EXTREMELY slow, even slower than prior to the hardware
upgrade.

When I first start up XP, the screen immediately after the Windows XP logo
screen says "starting up, please wait" and sits on this screen for about 2-3
minutes with absolutely no HD activity at all. After the 2-3 mins, the user
list appears and Windows starts up the rest of the way without any major
slowdowns.

However, once I get Windows XP up and running all applications seem to have
a similar 2-3 minute lag built into them. When I startup Internet Explorer it
takes a long time for the application to respond to any mouse or keyd
activity. After the initial lag time, it seems to run ok. What is going on
here?
