XP Repair/Activation

I've done a repair install on an XP Pro machine and once installed it says I
need to activate before I can logon, so I select yes and the activation
screen pops up with nothing on it, I've tried booting into safe mode but
will not allow me to do anything

Youve "repaired" or so you think, xp in windows explorer,try repairing xp
by booting to xp cd,select install xp,select "repair this copy".

Try repairing the registry entries used by Windows activation:

Use Start- Run and enter the following text in the dialog box:
regsvr32.exe regwizc.dll

Then do it again with the following text:
regsvr32.exe licdll.dll
