XP Professional - Unable to create New or Guest Account

Running XP Professional - SP2. When I attempt to create either a new or guest
account system halts when attempting to create personal settings. Then I need
to restart through Task manager. I have attempted to enable New or Guest User
Accounts in Control Panel as well as through Computer Managemeent Console.
Your assistance is appreciated. Thank you.

You mean you can not create a user account or the user can not logon as
personal settings that I am thinking of only happen at logon? Either way I
would try running System File Checker as in sfc /scannow on your computer
and scan for malware being sure to use the latest virus definitions for the
application you use. Also try booting into Safe Mode to see if that makes
any difference and use Event Viewer to look in the
system/application/security logs for any related problems. --- Steve
