XP Professional Re-install

A local computer shop had to re-install XP Professional
after servicing my machine. All I saw when I got the
machine home was a blank desktop with the recycle bin
icon. All of my previous settings are intact within the
Documents and Settings directory still present on the
machine.

How do I restore the old settings and get back to where I
was before the crash?
