XP Professional-format

I'm trying to format my hard drive (to unisntall XP pro
and reintstall it). I can't get the function to work.
When I tell it format C:/, it tells me that I'll lose all
of my data. I tell it "Y". Then format tells me that it
has to force a dismount on the volume; again I give it
a "Y". Then it tells me that it can't lock the volume to
continue.
How can I get past this and continue to format?

Boot with XP CD..
Follow the installation path until it asks you where to install (which
partition) and then DELETE all partitions and CREATE a new one. Continue
install.

Have you tried booting from the cd-rom? It seems to work every time. After the first reboot reset to what it was.
