Is it possible to configure a XP Prof. PC as a VPN Server for incoming

yes. and it's very simple.
Follow these steps:
Network connections -> Add new connection -> Next -> Set up an advanced
connection -> Next -> Accept incoming connections -> Next -> (now you should
see a list of modems/com ports/lpt... You should select none of them and just
contine with Next) -> Allow virtual private connections -> Next -> Select the
users you wish to authorize to connect to the VPN tunnel -> Next -> TCP/IP
Properties -> Specify TCP/IP Address (unless you have some kind of DHCP
Server -> Define a range of Network Address (From 192.168.0.1 to
192.168.0.30, depends on you network addressing) -> Next -> Finish
