My Dell Laptop - XP 2 PRO stuck on "win is shutting down", help please.

Remove the battery.

That shoud do it ;-)
 
Have no battery....
Seriously, I need help because I am trying 'Sys Restore' and since I have to
force Shutting it the restore does not work.
Help ?
