XP PRO: Welcome Screen corrupted

After downloading some software I find the Welcome Screen that invites you
to tick the logo alongside the user name is corrupted.
The left of the part of the central panel should state on one line (my
quotes) " To begin, click your user name". This ends the line with "user"
and "name" appears on the next line immediately beneath "user".
There is then a white vertical line which is correctly represented. The
other side of the line should show a logo followed be the "User name". In
this case there is nothing and therefore nothing to tick.
Is there any way I can correct this as the supplier of this system (actually
an MCE system) has stated to me categorically that starting again will mean
that the whole physical disk will be erased. I have actually partitioned the
disk with other partitions for data, photos etc.
I have removed the disk (300 GB) and attached it to another computer and
while I can see most of the contents OK, I can't get into (for example),
Control Panel.
Please don't suggest Safe Mode. I have tried the F8 options many times. The
3 "Safe" options always come back to the "Safe" screen options, i.e. a loop.
All the other options available bring the same corrupted screen. Having
stated this I am still amazed that it is proving impossible to get a "Safe"
boot.
Help please.

You may be looking at a Repair Install, however while you have the drive
slaved in another machine I would first scan it for viruses and malware,
a Repair Install will not remove a lot of nasties, just replace system
files.

Because of other commitments, I am only looking at this now. My problem is
that the supplier has NOT supplied either an XP MCE CD or any other CD. and
will advise me to use the F4 button to initiate Phoenix software which will
scrub the whole disk - why not just drive c: escapes me and I will be taking
up that matter with them.
Meantime, can I use the XP PRO CD belonging to on of my other computers to
initiate a recovery, or will this not be suitable to resurrect an MCE
system.

I'm sorry, but I have no experience with XP MCE, but I know that in
order to do a repair install you must use the exact same type, version,
release and service pack level of the OS for performing it, so no, using
a Pro CD to do a repair install of MCE will fail.
