XP Pro: Stand-By mode disabled - can't undo!

I recently installed Windows XP Pro on my PC. For the most part, it is
working very well, but when I click on the start menu to "Turn Off
Computer" there are only two options: "Turn off" and "Restart." "Stand
By" over on the left is greyed out for some reason.

On top of this, when I do try to "Turn Off" the computer, it shuts
down and starts right back up again - I have to turn it off manually
be pressing the button.

Maybe these are two separate problems, but I have a feeling if I solve
one, it will solve the other.

Any ideas or guidance appreciated!
