XP pro/SP2 - windows popup doesn't work

I use winpopup in our small office to communicate between PCs. I've
installed XP pro/SP2 (previously used 2000 pro). Now I am unable to receive
popups. Can sombody tell me how to enable this?

a.. Click Start > Run and type "services.msc" (no quotes) in the Open:
line and click OK

b.. In the right pane, scroll down to Messenger.

c.. Double click Messenger and click the General tab.

d.. Under Service Status: click the Start button.

e.. In the Startup Type: drop down box, select Enable.

f.. Click Apply and OK.
