When i run 'sfc /scannow' at the command prompt i get a
popup asking me to insert the service pack 2 cd. when i do
so, the one with the pretty blue label Microsoft sent long
ago, i get a popup message "The CD you provide is the wrong
CD. Please insert the Windows XP Professional Service Pack 2
CD into your CD-ROM drive." (the computer is running xp pro
sp2.)

Is there way to download an xp sp2 file that can be used to
make a cd i can use with sfc?

A common problem with slipstreaming, besides the hassles of getting the
CD created, is you have no easy way to test it. Never use *anything*
for backups that you can not verify works properly after you create it.
Too many people discover their slitpstreamed CDs fail when they try to
use them for a catastrophic recovery.
If your time is worth anything at all, you'd be further ahead IMO
with an imaging program such as Ghost or True Image. Those are not only
known to work, but are very easy to verify work correctly. I think they
both have trial versions to test out too. If you're half techie,
BootItNG is another one but IMO not as good.

Actually there is an easy way to test it. Use VPC and create a virtual
machine with it. VPC is free and since XP installs in a 128mb machine OK
most folks should have the resources to do that.

True, and I agree with the exception that it's not all that easy for a
neophyte to set up and understand. It would have been worth mentioning
though; good catch. IMO it's not really that "easy" a way to test, but
it is one way to do it.

VPC = Virtual PC. Used for testing in order to prevent damaging literal
system.

VPC is very easy to use and it takes very little user input to create the
virtual machine. After that installation of XP is just the same as on a
physical machine - just add cd and mix.
