XP pro sp2 problem

I just got a new computer. I had it built, installed my own software because
I don't want VISTA. I've done this many times before.

I'm running xp pro sp2, with 1gb ram, 3gb pentium 4 processor...

The problem is, when moving files from an external drive to the new hard
drive xp restarts itself, then I get a code 19 error message. If I try to
install a new program it happens or if I try to burn a DVD.

I feel luck I can trype this message without it restarting. LOL Any clues
what the problem might be?

by the way, i have reformated and resinstalled 3 times...

This may seem a strange question, but did you delete and then create a new
partition before you reformatted?

Windows cannot start this hardware device because its configuration
information (in the registry) is incomplete or damaged. To fix this problem
you can first try running a Troubleshooting Wizard. If that does not work,
you should uninstall and then reinstall the hardware device. (Code 19)

Yes I did that each time. Its a 500 gb drive I partitioned into 4
particians. I deleted them all each time, then re partitioned them.

Last night I ran scandisk on the 3 particians I could, found no errors, I
ran the programs provided by the mfg, no errors...the only other hardware
that could be causing a problem would maybe be the med dvd writer?//
