There's no way for us to know what could be interfering because you've told
us nothing about your computer. Quite a few security programs such as
Norton and McAfee have their own security centers and will disable the
Windows Security Center. This could be the reason. Or your computer could
be infected.
The First Question Of Troubleshooting: what changed between the time things
worked and the time they didn't?
The Second Question of Windows Troubleshooting: what is the malware/virus
status of the machine? If you think it is clean, what programs (and
versions) did you use to determine this?
If the procedures look too complex - and there is no shame in admitting this
isn't your cup of tea - take the machine to a local, reputable and
independent (i.e., not BigBoxStoreUSA or Geek Squad) computer repair shop.
I don't ever remember checking to see if the Security Center was working. I
just found out now that it was not and thought it odd. I think the machine
is clean of viruses and malware. I use Lavasoft, Adaware for malware and
Trend Micro Internet Security for viruses. There doesn't seem to be any
evidence of either.

Yes, Trend Micro has its own security console. In other workstations,
when Trend Micro is installed, it registers in the Microsoft security
center as
the virus scanner of record. I have never seen a conflict between Trend
and Microsoft.
As best as I can recall of this rather elderly thread, the original question
was why XP's Security Center wasn't working. The answer is that Trend Micro
has its own Security Center which disables XP's Security Center. It isn't
that there is a "conflict" between XP and Trend Micro's software. Trend
Micro's software (and XP) is working as designed.
