XP Pro not recognizing 4 gig ram

We have an hp xw4100 3ghz system. The cmos show four gig
of ram but xp only shows 3.12 gig. Is this the os or
hardware?

on-board video card is using a part of the RAM for the video card.

System does not come with an on-board video. We're using
