XP Pro Login to 2003 Domain

We have Active Directory running on a Windows 2003 Server with XP Pro
clients. The users are unsophisticated and routinely login incorrectly and
get locked out.
They mostly use applications that are not Windows based that they could run
IF they could get to their local desktop.
Our Windows guru has set everyone up with network accounts and according to
him they have to wait the 1/2 hour for the lock out to clear or give him a
call.
What options would be available to allow a user who has failed the network
login to get to his local machine and activate the non-Windows applications?

Try unplugging the network cable.
Failure to detect a network connection should allow the user to login with
cached credentials with their PC unaware that their network account is locked
out.
Or your Windows "guru" could setup a web site where a co-worker could unlock
their colleagues account.
