Go to Start > Settings > Control Panel > Date and Time
and make corrections to your Time Zone, Date and Time.
Afterward, feel free to repost your inquiry.

Maybe your video card is not recognizing future dating??? Reset the
Date&Time, you may get it working correctly - not.

My advise to you is to go to the troubleshooting newsgroup dealing
with your Epox motherboard for a solution...

Check out:
alt.comp.periphs.mainboard.epox

Ask your question there or read problems already posted. You'll
probably get your solution in a short time...

When doing a cold boot or after shutting down for 15 to 30 minutes, the boot
process never kicks in the video and remains on a black screen.

When this happens, a push of the reset button initiates a successful boot.
Additionally if a restart or shutdown and reboot is initiated after having
been running the reboot is successful.

I have gone through all trouble shooting procedures that I could find to no
avail. Has anyone experienced anything like this?

system:
AMD 1400 --
Epox KAT7A mb -- latest BIOS
512 mb ram
Ti4200 (128mb) video card latest ms driver but also happened with latest
NVIDIA driver
