Is there anyway to override or force continuation when Windows XP stops the boot process?

Early in the boot up process Windows XP displays a blue screen telling
me it has detected an error and has stopped the boot process for my
computer's protection. I know what the problem is, it won't damage
the computer and can correct it by two small modifications to the
registry. But I have a Catch 22 situation since I can't start Windows
XP to use the RegEdit program and make the corrections. I need a way
to force Windows XP to continue the boot process and then gain access
to the registry to make the corrections. Note, the boot process stops
before the "Safe Mode" options, etc. and the registry backup copy is
fairly old and would rather note use it.

Do you have the Windows XP startup disk, or a boot disk?
Yes I have a bootable Windows XP CD but how does that help me edit the
registry hive on the hard drive?
