Everytime I start windows xp pro (Basically turning on the computer) the
computer does a virus scan. I have Norton Corporate and I don't have the
scan scheduled, yet it continues to scan. Quite frustrating and I am
probably missing something very simple. What could be happening that would
cause this scan to begin each and every time.

Was your Norton's installed by the IT department?

If so you should check with them as to the policies, practices and
proceedures before making changes to the PC setup and configuration.

You should look to the user guide or 'Options' information and see 'how to
schedule' scans.

This is not a Windows process, but established in Norton's.

You installed Nrotten software. Their junk simply doesn't work properly. I
suggest removing it an installing a virus scanner instead.
