XP Pro Admin priveleges not working

Logging into a Del Noteobook with any Admin account, I
cannot configure the notebook to join a doman, the
Network Identification Wizard is "grayed out." I have
created new Admin accounts and nothing I try will enable
this PC to "join a domain". What gives ? I cannot even
join a domain manually. How could the local admin account
lose this privelge and how can I get it back ?

This privilege is given/controlled by domain admin. He needs to set up a
group policy to allow your network account to be able to join domain. Or use
the Domain admin account username and password to join the network.

Only a "Domain Admin" can join to the domain - not the PC/Laptops "Local
Admin(s)", unless the "Local Admin" is also a "Domain Admin".

when you experience this ?

A local admin cannot be a domain admin, though a domain
user account could be a local admin - but only after joined.

Any domain account to which the ability has been delegated
can join a machine to a domain.
