XP Permissions Problem

I'm having a permissions problem. This affects setting permissions in the
registry and in file folder for the user CREATOR OWNER. I can choose any of
the permission settings, but after I click apply it just erases the settings
back to none are selected. It does this for both files and registry settings.
I have logged in as administrator and also in the adminstrator user when
starting up in Safe Mode. I am needing to set these permissions so that the
Sysmantec WMI Update can be applied. The url below gives what registry
permissions as well as folder/file permissions that need to be set to Full
Control. The wierd thing is that everything worked fine on my other computer
to get this work, however with this computer I'm having this permission's
issue. Please help

Those are some pretty unusual symptoms. Also a little suspicious.

I would suggest either booting to Safe Mode and attempting the re-ACLing
again, or use MSCONFIG.EXE to remove all items which would otherwise load at
startup (an abbreviated Safe Mode). This would elimate the possibility that
there is an application or driver loading which is preventing you from doing
what you would like to do.
