Propogating file permissions?

I need to give a user permissions on a folder that contains a number of
subfolders and files. I go to the folder's Security tab, add the user, and
assign the permissions. I expected the permissions to propogate to
subfolders and files--in the Advanced dialog, 'Apply To' shows 'This folder,
subfolders and files'.

But the permissions do not propogate to subfolders or files; only the folder
I set gets the new permissions. How do I fix this, so that I can assign a
permission to a folder and to all subfolders and files? Thanks in advice for
your help.

I found my answer. Ownership of the files was screwed up. So, I went back
to the Security tab, opened the Advanced dialog, selected its Owner tab,
changed the owner to the correct account, and checkmarked the "Replace owner
on subcontainers and objects' box.
