XP Pausing on Modem Dialup

I have a frustrating problem with XP Home Edition(with
all recent updates).
Basically when I dial up with the modem it connects fine.
I then go to load Internet Explorer 6.0 (or any other
software for that matter) and the mouse cursor switches
to busy and then the system will hang. I then try opening
other programs and nothing will happen. If you leave the
system for 30secs to a minute, it will then suddenly
resume, loading all the programs you loaded while it was
in a sort-of 'hung' state. If you load the program before
you dial-up, then dial it works fine. Also if I connect
to the internet via LAN there are no problems. I've tried
re-installing IE, ATI Radeon 7500C display drivers and
even bought a cheap PCMCIA modem to try, all to no avail.
I suspect it might be a graphic card thing causing the
system to hang. I've tried using the trace log tools to
create a log file yet when you start recording the log,
then dial-up the system won't freeze. I've also tried
disabling non-essential background progs. No luck. Was
wondering if anyone has any suggestions. I really don't
want to have to reinstall XP.

Has this issue just started recently, or has this always been an
issue with your installation of XP Home? What system is this?
Did you do an upgrade from a previous version of Windows
or did you do a clean install of XP Home Edition? Has any
BIOS update ever been applied to the system? You might
want to check this system out on the manufacture's web site
or if not a brand name, then check out the motherboard
manufacturer's site for BIOS updates / driver updates.
You might be aware of this, but you can gather a lot of useful
information such as BIOS Version / Date in System Information.
(Start > Run > winmsd)
If a BIOS update is applied, then you would need to boot from
the XP CD and run a Repair Install of XP Home.
If your XP Home CD does not include SP1, then you would
want to uninstall SP1 before doing that Repair Install. After the
Repair Install, make sure that a firewall is enabled before going
on the Internet and then would need to get all critical updates
installed again.
Of course this is all speculation on my part as to resolving the
issue.
