XP not working after installing Cumulative patch

I received an email fron MS SecurityCentre and installed
the attachment.Notnon Antivirus message appeared saying
there was a worm and I quarantined it. When i restarted
my system the desktop opens and all files are showing
but I only have access to IE and no applications or OS
files will open. I have tried to start in safe mode but
I just get a page with "OS missing" at the bottom. Can
any one help?
 
goto systematic, and get the removal tool for the worm you just installed.
where was your head at? never will MS send any updates by e-mail, and this
form although a new version has been going on for over a month...

What "September 2003 Cumulative Patch?" There is no such thing.

What you received is either a very common malicious hoax or the
output of a computer infected by one of several wide-spread, mass
emailing worms. The two most widely-known are:

Microsoft never has, does not currently, and never will email
unsolicited security patches. At the most, if, and only if, you
subscribe to their security notification newsletter, they will send
you an email informing you that a new patch is available for
downloading.

email you received.) Any messages that point to any other source(s) or
claim to have the patch attached are bogus.

VIRUS ALERT
MS never sends you update files. Not by email!!!
Especially in an attachement.

DO NOT OPEN EMAIL ATTACHEMENTS
