XP not responding, 3 mins, random, Help!

Everytime I startup my laptop with XP Home SP2, windows randomly stops
responding for about 3mins. The mouse still works and any app I'm using at
the time still works, but nothing else does!! (After the 3mins, everything
else I tried to run suddenly appears)

I'm really confused as to why and it's really annoying!

Please help.

Your PC is probably loading apps in Startup, using valuable system resources.
Go to: Start/Run/type MSCONFIG and click OK
Click the Startup tab and uncheck/disable everything except your anti-virus
program, if Norton, it will start with NAV.
Click Apply and Close. Reboot.
Disabling does not delete anything, all icons/programs will work by clicking
them.
