XP not respecting my desktop theme settings

This is such a trivial issue I hesitate to even mention it. But it is
annoying me and I can't figure out what's wrong. I HATE mysteries.

I have a desktop theme that I saved with a new name. But when a do a cold
boot, it reverts back to something else.
When I do an ordinary reset, it seems to be OK. The weird thing is that I
have second P4 XP home system that behaves exactly the same way. But I also
have a third P3 system that never has this glitch.

Has anyone ever seen this? Any clues on what to check?

You could try looking at this Registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Look for the value NoSaveSettings and check that it's set to 0.

If you need to change it, you may have to reboot to have it take effect.
