XP not opening any programs

If I connect to the Internet (using dialup Juno), and
then try to open a program (like IE), I get the hourglass
as if something is happening, but it takes several
minutes for the program to open. XP isn't frozen. It just
takes several minutes for programs to finally come up.
Once they do, everything works as normal.

This only happens when I connect to the Internet. It
seems like XP gets hung up with a process that prevents
prgrams from running, but the OS still responds.

Are you using a Juno provided software package?
