XP not installing on VM installed on Vista home premium

I can't get XP Pro to install from oem cd. I followed the instructions to
change cd drive to primary controller after setting up the VM. Start VM.
Insert cd. Press enter. Get black screen 'argon pxe..'..wait for reboot
request....reboot (with cd installed)....get green screen in VM window
indicating 'windows set up'....files are now loading automatically without
prompt screens...computer goes to multiple choice restart screen, then
restarts to vista. When I start Virtual PC, VM will not respond. I checked
the cd in my old XP machine and my new Vista machine and it boots properly.
I've deleted the VM and uninstalled Virtual PC three times without success.
The last time I got a promt to down load SP1 for Vista after an error screen
restart. The program seems to run fine other than the os load difficulty.
What am I doing wrong? The VM machine properties shows 'n/a' as guest
operating system indicating a failed install. All of this is on a new Dell
Insperon 1521 w/ AMD processor. Should I go to a dual boot software instead?
I like the idea of a virtual machine better for my purposes.

I've seen posts on the Virtual PC newsgroup (where you would have been
better off posting this) that you can't use an OEM CD to install an OS in
Virtual PC. The OEM disk is tied to the hardware that you bought it on, or
so they seem to say.
