For some reason, my installation of XP Professional is
very chatty (sending) over the network connection. When
connected via a dial-up connection, it sends packets
using about 90% of the connection. When connected to a
broadband connection, it sends about 100 packets per
second. Any thoughts on what will help?!?! Also, this is
a fully patched, updated installation of XP Professional.

Maybe spyware calling home. Try Spybot Search and Destroy or Adaware.
