XP machine cannot access 98 machine on network

I have XP machines that can see everyone on the network,
but when I click on the 98 machine, it says it's not
accessible. XP machines CAN access other XP machines.

The XP machines are set to the same DNS as the server,
while the 98 machines have another DNS. I tried to change
a 98 machine to the same DNS as the server, but the
problem remains.
