XP Log in Mystery after password requirements upgrade

Our IT guys decided to do some "improvements" to our network over the
weekend with respect to password requirements and security. When I went to
sign on to WindowsXP (not SP2) on Monday morning, I got rejected with an
error message that says that my account could not be found. But after
trying again to log in and being rejected about 10 times, on the 11th try I
got in as if nothing was wrong, and everything worked perfectly and looked
normal. This is repeatable, and happens every time I try to log in. It
fails on the first 10 or so tries, and then I get in normally. I appreciate
any thoughts or suggestions. No one in our company can figure this out.
