XP internet application trouble - tweak TCP/IP settings?

Hello,

My client runs an application called Medicware
(http://www.medicware.com) that connects to my data center over the
internet. This is a medical records database system that connects over
TCP. While scanning in documents (and uploading them to the server)
the application occasionally locks up. By running a ping log to their
first hop (http://konst-pinger.visualsoft.qarchive.org/), I see that
their internet connection is occasionally dropping packets (just one
occasionally). I've called the ISP and there is nothing more they can
do (they already replaced the cable modem).

Is there any setting in the Windows XP TCP/IP parameters I can set
so that it handles a dropped packet more gracefully? Can I decrease
the TCP transmit window? If so, how?
