XP install to new HDD freezes at "Setup is starting Windows"

I am installing XP Pro to a new HDD. It boots from CD,
examines hardware and copies files. When it goes
to "Setup is starting Windows" the system freezes up. Any
thoughts?

I have this problem with a Toshiba PC10-304 laptop which was preinstalled with XP Home. I am trying to load XP Pro but it hangs at "Setup is starting Windows".

Thanks Carey. Why doesn't Microsoft talk to computer manufacturers ( in my case Toshiba ) where problems occur with xp pro and come up with specific solutions. I am relatively inexperienced and find it difficult to grasp what is on

If this is a new computer/motherboard: Check the CPU bus
speed setting. Initially, the jumper (JP2) was set
to 'Auto' from the manufacturer (L4VXA2 P4 motherboard;
Celeron 2.66 GHz CPU, 400 MHz FSB) Changed it to '533'
(I'm running one stick of 512 MB DDR RAM. When I first
started XP and W2K installs, I first had to disable L1/L2
cache which of course is really slow, and after reboot re-
enabled it - still crashed. Resetting the mobo's bus speed
corrected the problem.
