XP Install reboot loop

I am trying to install XP pro on a new drive.
It boots from the CD, checks the system, ask which drive
to install to, copys some files
- then it says in needs to reboot the continue the
install.
This is where the loop start. It boots from the CD,
checks the system, Ask which drive to install to,
say a windows folder exsist and will be over written,
copys some files - then it says in needs to reboot the
continue the install.
Same thing over and over.
What do I do?

Boot the computer from the hard drive after it says it
needs reboot. Take the CD out of the drive and it should
pick up from the HDD. If not go into vthe BIOS and check
your boot order and make sure the hard disk is listed
high in the boot sequence.
The CD should ASK you if you want to boot from the CD if
it detects an OS on the drive?!?!?!?!
 
It won't boot from the HD after the reboot. I think it
ask you to insert a disk. Any other ideas?
