xp install keeps rebooting at "setup is starting windows"

I have just finished building a dual opteron system. I have tried installing
xp, both professional, and xp64 on it, but only can make it to the 'setup is
starting windows" screen, which lasts for a split second, then the pc
reboots. this happens over and over again. I have replaced the SATA drive
with an IDE drive, and still the problem persists, thinking it might be the
drivers that have to be installed. Any help would be appreciated
 
A few things to check:
SATA drivers loaded via the F6 during XP install
Sata HD listed in the boot order in BIOS
