XP IE connecting but not downloading

I need some help please. I have XP Home & using IE. I connect to the internet
using ADSL, put a web address in and can see it start to load according to
the bottom of IE. It is slower than my old dial-up and then says 'Done' but
does not display anything. My ISP says all is OK, but got me to do 'netstat'
and I had 12 processes running. I have a firewall, Ad-Aware and anti virus
running, but also borrowed Ad-Aware Professional & SpyBot. they would pick up
viruses etc but not allow me to sort them out as I couls not conncet to their
websites to activate the programs properly. I took the PC to a local computer
shop who ran some virus removal tools and took lots off. However I still have
the same problem. The processes runnning are;

Does anyone have any ideas how to get rid of these, bearing in mind I cannot
access any sites to download anything ?

Boot into Safe Mode and then use AdAware and Spybot S & D

try rebooting with a "leaner" system and see what happens.
Type MSCONFIG in the run box, and open the STARTUP tab.
Deslect everything and reboot.
Does it work now?

That's all they did was to run spyware & virus removal tools? Did they try
repairing Internet Explorer, it's settings, etc? Make sure when you go to IE
Internet Options > Security, the four zones are all set to 'Default'. Also
check your DSL connections. Verizon DSL gave me an ethernet connection & a
USB connection. Use the Ethernet connection.
